Decrement the lock counter of a SafeArray.

PARAMS

psa [Out] SafeArray to unlock.

RETURNS

Success: S_OK. The array lock is decremented.

Failure: E_INVALIDARG if psa is NULL, or E_UNEXPECTED if no locks are held on the array.
