Acquire a crypto provider context handle.

PARAMS

`phProv`	[Out]	Pointer to `HCRYPTPROV` for the output.
`pszContainer`	[In]	Key Container Name.
`pszProvider`	[In]	Cryptographic Service Provider Name.
`dwProvType`	[In]	Crypto provider type to get a handle.
`dwFlags`	[In]	flags for the operation.

RETURNS

TRUE on success, FALSE on failure.
